
At the April meeting the members present voted on various proposed changes to the by-laws. We had also had a few members who could not be present vote online. The results are summarized below.
I accept all minor, nonsubstanial, grammatical and spelling. Passed
3.1.4 Prospective members may attend 2 Chapter meetings or functions before declaring intention to join the Chapter. Passed
4.1.1 Each member of the Ex Committee shall be a member of Chi Epsilon in good standing, shall be a crossdresser (with the exception of the Spouse Rep) and shall remain as such throughout tenure in office. Failed. Note: Though this motion failed members of the Executive Committee must still be members of CES in good standing and must remain as such throughout tenure. It only opens up all Executive Committee positions to genetic females.
4.1.3 Only one member of a family/relationship may hold an Ex Comm position at a time. Passed.
4.2.1 Splits Sec/Treas into 2 positions and adds Dir Emeritus and Spouse Rep as voting members of the Executive Committee. Passed.
4.4.1 Changes Executive Committee meeting from monthly to quarterly. Passed
4.4.2 Changes quorum requirements from 3 to 4. Passed.
4.4.3 Adds newsletter Editrix, Membership Chair, Program Chair (if appointed) and Web Mistress to non voting positions on the Ex Comm. Provisions include duties and terms of office. Passed.
5.1.3 Separates Secretary duties from those of Treasurer, adds duty of being National Liaison to Secretary's list. Passed.
5.1.5 Adds Spouse Representative. Spouse rep shall ensure spousal concerns and suggestions are brought to the attention of the Executive Committee and shall work with the membership to enact recommended changes and approaches. Passed
5.1.7 Adds Director Emeritus. This is a one-time position awarded to Grace Gardener in recognition of her contribution in the creation of CES. Position to be held by Grace until either she relinquishes the position or provisions of 3.7 are met. Passed
This is the one item that prompted the most discussion. In hindsight (and that's always 20-20 right?) item 4.2.1 probably should not have had Director Emeritus included as it establishes the position as a "voting" position prior to the addendum actually creating it.
